Extends the deadline for transferring unused Minnesota premium security plan account funds from June 30, 2023 to June 30, 2024, with any remaining state funds transferred to the commissioner of commerce and deposited in the health care access fund.

Requires the Minnesota Comprehensive Health Association to administer the Minnesota premium security plan through the 2022 benefit year.

Establishes funding priority order for the plan using federal funding first, then designated state deposits, health care access fund resources, and general fund resources as needed.

Caps spending at $271,000,000 for benefit year 2018 and $271,000,000 for benefit year 2019 for operational, administrative costs, and reinsurance payments under the plan.
