Amends Laws 2020, Fifth Special Session chapter 3, article 10, section 3 to extend temporary personal care assistance compensation for parents, stepparents, legal guardians of minors, and spouses who provide personal care assistance services during a COVID-19 peacetime emergency.

Changes the expiration date from February 7, 2021 to upon the expiration of the COVID-19 public health emergency declared by the United States Secretary of Health and Human Services.

Appropriates $305,000 from the general fund in fiscal year 2022 to the commissioner of human services for compensation of personal care assistance services provided by a parent or spouse.

Specifies the appropriation is a onetime allocation and that if enacted more than once in the 2021 legislative session, it must be given effect only once.

Becomes effective the day following final enactment or upon federal approval, whichever is later.
