Modifies the sparsity adjustment in Minnesota's city aid formula under section 477A.011, subdivision 45

Sets sparsity adjustment to 200 for cities with population of 10,000 or more that have average population density less than 150 per square mile

Sets sparsity adjustment to 200 for cities with population less than 10,000 that have average population density less than 30 per square mile

Sets sparsity adjustment to zero for all other cities

Effective for aids payable in calendar year 2022 and thereafter
