Authorizes the city of Edina to impose a local sales and use tax of 0.5% upon voter approval at a general election, subject to Minnesota Statutes section 297A.99.

Requires tax revenues to fund three specific park projects: $17.7 million for Fred Richards Park development, $21.6 million for Braemar Park improvements, and $2 million for Weber Woods Park amenities, plus associated bonding costs and debt service.

Permits Edina to issue bonds up to $17.7 million, $21.6 million, and $2 million respectively for each project, which are exempt from debt limitations and levy limitations under state law.

Tax expires at the earlier of 20 years after imposition or when revenues are sufficient to cover authorized project costs plus bond-related expenses, with any remaining funds going to the city's general fund.

Becomes effective upon compliance by Edina's governing body and chief clerical officer with Minnesota Statutes section 645.021, subdivisions 2 and 3.
