Prohibits state and local government agencies from offering or providing gifts of money or property to incentivize survey responses

Applies prohibition to all entities conducting public surveys on behalf of covered agencies

Defines "agency" to include counties, cities, towns, school districts, special districts, Metropolitan Council, metropolitan or regional agencies, and state executive, judicial, and legislative branches

Creates new law under Minnesota Statutes, chapter 10, section 10.65
