Requires written consent from individuals before vaccine administration, or from parents/legal guardians for children or individuals unable to give consent.

Written consent requirement applies during all states of emergency, including peacetime emergencies.

Prohibits government officials from coercing vaccination consent by withholding government benefits including stimulus checks, MFIP, general assistance, supplemental aid, health care programs, diversionary work programs, unemployment compensation, and student loans.

Amends Minnesota Statutes 2020, section 12.39 by adding a new subdivision.

Effective the day following final enactment.
