Repeals Minnesota Rules parts 9530.6800 and 9530.6810, which established requirements for assessing need for chemical dependency treatment programs.

Eliminates the requirement that applicants for treatment program licensure request and submit county board statements supporting or opposing the proposed program.

Removes the requirement that county boards submit written statements within 60 days addressing whether they support the need for a proposed chemical dependency treatment program.

Removes requirements for applicants to submit documentation of geographic service areas, target populations, referral sources, and client attraction plans as part of licensure applications.

Becomes effective the day following final enactment.
