Authorizes the city of Hermantown to impose a local sales and use tax of one-half of one percent, subject to voter approval at a general election.

Tax revenues must be used to pay collection and administration costs and up to $28,000,000 for a Community Recreational Initiative including a second ice sheet at Hermantown Hockey Arena, improvements to Fichtner Park, and construction of the Hermantown-Proctor trail.

Authorizes the city to issue up to $28,000,000 in bonds to finance the authorized facilities, with bonds exempt from debt limitation and levy limitation requirements.

Tax expires at the earlier of 20 years after imposition or when sufficient funds are collected to cover project costs and bond-related expenses, or at an earlier time if the city determines by ordinance.

Effective the day after the city's governing body and chief clerical officer comply with Minnesota Statutes section 645.021.
