Amends Minnesota Statutes 2020, section 256B.0624, subdivision 7, to modify reimbursement methodology for crisis stabilization services provided in residential settings.

For residential settings serving no more than four adult residents, establishes a statewide per diem rate set prospectively on an annual basis with rates not exceeding what the provider charges other payers.

Requires the commissioner of human services to collect annual cost reports on a uniform form to inform rate-setting and to recalculate the statewide per diem every year.

Specifies staffing requirements: at least one qualified individual on-site for at least eight hours daily in small settings (four or fewer residents), and 24 hours daily in larger settings (more than four residents).

Takes effect August 1, 2021, or upon federal approval, whichever is later.
