MN HF1350

Authorizes cities of the first class to require dedication of land to the public or impose dedication fees with construction permits for new housing units and new commercial and industrial development for public parks, playgrounds, recreational facilities, wetlands, trails, or open space.

Requires cities to enact an ordinance to impose land dedication or dedication fees; permits ordinances to exempt senior housing and affordable housing applicants from these requirements.

Allows cash fees to be set based on current land prices at time of permit issuance or as a flat fee rate per net new residential unit or other standard basis for commercial and industrial property.

Applies specific provisions to Minneapolis requiring joint action by the Park and Recreation Board and City Council, and to St. Paul requiring City Council action.

Effective August 1, 2022 for ordinances enacted on or after that date.
