Appropriates $2,000,000 from the bond proceeds fund to the commissioner of employment and economic development for a grant to the St. Paul Port Authority for redevelopment planning and design of the former Hillcrest Golf Course site.

Funding covers predesign, design, and engineering work including energy and land use planning, civil and environmental engineering, net zero energy analysis, surveying, and platting.

Project includes creation of private development lots, public rights-of-way, parkland, wetlands, and storm water infrastructure to support economic development, housing, parkland, and energy goals.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $2,000,000 in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Appropriation becomes available only when the commissioner of management and budget determines sufficient funds have been committed to complete the project as required by Minnesota Statutes section 16A.502.
