Establishes a "Shelter Resident Bill of Rights" effective August 1, 2021, guaranteeing shelter residents rights to dignity, family unity, non-discrimination, personal safety, privacy, and access to services and grievance procedures.

Requires shelter providers to maintain appropriate staffing ratios, no time limits on residency, staff training on trauma-informed services and conflict resolution, accessible facilities, and case manager meetings for new residents.

Sets termination procedures with same-day notice for assault, firearm possession, and criminal sexual conduct; one business day notice for theft and property damage; and ten-day notice for rule violations and non-payment.

Prohibits shelter termination for complaints, legal action, asserting rights, or when loss of shelter would jeopardize entry to supportive housing or if residents have medical documentation of elevated harm risk.

Directs commissioner of human services to develop recommendations for statewide shelter registration and oversight by February 15, 2022, and to establish a statewide complaint call line operational by August 1, 2022.
