Authorizes home rule charter cities, statutory cities, townships, and other political subdivisions with statutory sewer ownership or operational responsibilities to establish inflow and infiltration prevention programs

Allows these entities to make loans or grants to property owners as part of the programs

Requires cities to establish guidelines governing the program that set criteria for program eligibility and standards for compliance

Mandates city councils conduct a public hearing with at least ten days' published notice before adopting program guidelines

Effective the day following final enactment
