• Establishes prospective payment system for CCBHC reimbursement based on provider-specific rates calculated from daily costs and total annual visits, with quality incentive payments and rate rebasing at least every three years.

• Repeals previous "Excellence in Mental Health Demonstration Project" provisions and replaces with permanent CCBHC framework for medical assistance coverage.
