Reduces application and annual renewal license fees for drug wholesalers and manufacturers of medical gases from $5,260 for the first facility to $260 for the first facility and $260 for each additional facility.

Changes the fee structure so that medical gas wholesalers (subdivision 1, clause 9) and manufacturers (subdivision 1, clause 14) pay $260 instead of $5,260, with additional facilities at $260 each.

Applies the same fee reduction to annual renewal fees for medical gas wholesalers (subdivision 3, clause 7) and manufacturers (subdivision 3, clause 12).

Updates the deposit allocation requirements so that $5,000 from each reduced medical gas fee is deposited into the opiate epidemic response fund, with remaining amounts going to the state government special revenue fund.

All amendments are effective the day following final enactment.
