Adds certified deaf interpreter certification issued by RID as an alternative qualification for school district interpreters, in addition to existing RID, NAD, or comparable state certification requirements.

Extends eligibility for two-year provisional certificates to include certified deaf interpreters who hold RID certification, in addition to new graduates of accredited interpreter training programs.

Requires mentors for provisionally certified interpreters to have either NAD level IV or V certification or RID certified interpreter and certified transliterator credentials, plus at least three years of interpreting experience in an educational setting.

Allows one-time limited extension of provisional certificates based on documented support letters, formal education records, and explanation of need, with oversight from a committee including deaf and hard-of-hearing specialists.

Designates interpreters meeting requirements as "essential personnel" under Minnesota Statutes section 125A.76, subdivision 1.
