• Creates new Minnesota Telehealth Act (section 62A.673) establishing comprehensive coverage requirements for telehealth services delivered by health carriers, including real-time video, audio-only, and store-and-forward technology, with parity to in-person services.

• Requires health carriers to cover telehealth services at the same rates and terms as in-person care, prohibiting separate networks, geographic restrictions, or additional cost-sharing beyond comparable in-person services.

• Establishes telemonitoring services coverage for chronic conditions (hypertension, cancer, heart failure, COPD, asthma, diabetes) when medically appropriate and recipient meets capability and setting requirements.

• Updates multiple statutes replacing "telemedicine" terminology with "telehealth" across substance use disorder treatment, mental health case management, medication therapy management, and medical assistance programs, effective January 1, 2022 or upon federal approval.

• Repeals prior telemedicine statutes (62A.67, 62A.671, 62A.672) and consolidates telehealth definitions and coverage standards into new section 62A.673.
