Expands definition of "shortage area" to include economic development regions where licensed teachers do not reflect the racial or ethnic diversity of students in the region.

Allows teachers who self-identify with a race or ethnicity underrepresented among teachers in an economic development region to qualify as filling a shortage area.

Requires school boards and teacher bargaining representatives to prioritize retention of teachers who fill shortage areas when negotiating unrequested leave of absence plans due to position discontinuance, lack of pupils, financial limitations, or district consolidation.

Applies new retention prioritization requirements to collective bargaining agreements effective July 1, 2021, and thereafter.
