Underground storage tank systems for gasoline installed after December 31, 2022, must meet compatibility standards for gasoline containing up to 15 percent ethanol.

Allows phased implementation of 15 percent ethanol blends no sooner than July 1, 2023, for distributors demonstrating equipment compatibility, and no later than July 1, 2026, for all distributors as funding and materials become available.

Requires four conditions to be met before federal EPA waivers for higher ethanol blends become effective: existence of testing standards, EPA approval, adequate time for equipment upgrades, and financial assistance availability for small distributors operating two or fewer locations.

Exempts distributors with two or fewer locations and motorists with vehicles not approved for ethanol blends exceeding 10 percent from higher blending requirements until equipment upgrades are completed.

Requires commissioners of commerce and the Pollution Control Agency to promulgate rules to implement the bill's provisions.
