Authorizes micro unit dwellings (mobile residential units up to 400 gross square feet) at sacred settlements established on religious institution grounds to provide permanent housing for homeless persons, very low-income persons, staff, and volunteers.

Requires micro units to meet specific standards including permanent foundations or anchored chassis, compatible exterior materials, minimum R-15 insulation rating, and dry, compostable, or plumbed toilets.

Mandates micro units comply with Minnesota Rules chapters 1360 or 1361 (with Industrialized Buildings Commission seal), Appendix Q of the State Building Code, or American National Standards Institute Code 119.2.

Requires sacred settlements to provide residents access to water and electric utilities through connection to principal building utilities or common facilities with toilet, bathing, laundry, and kitchen facilities meeting dependent mobile home park standards.

Makes sacred settlements subject to municipal approval and regulation as permitted uses, conditional uses, or planned unit developments under local zoning and development standards.
