Exempts individuals with valid health-related licenses from background study requirements if they have completed the required criminal background check under section 214.075, unless reasonable cause exists to conduct a study.

Applies exemption to individuals covered under Minnesota Statutes sections 144.057, 245C.03, and 245C.08 who work in hospitals, nursing homes, assisted living facilities, boarding care homes, and other health care settings.

Requires background studies to proceed if the Commissioner of Human Services has reasonable cause as defined in section 245C.02, subdivision 15, even if the individual holds a valid health-related license.

Effective date is the day following final enactment for all three amended sections.
