School districts must permit youth development organizations to distribute informational literature and promotional materials to students during school hours to inform parents about participation opportunities.

"Youth development organization" is defined as groups with state or nationwide presence focused on youth development programming, civic education, leadership opportunities, and community well-being, excluding groups that advocate or practice hatred, hostility, or violence toward protected groups.

Organizations must provide written notice to the superintendent at least one week in advance, including a copy of materials to be distributed in paper form.

Youth development organizations bear all direct costs of preparing and distributing materials but cannot be charged fees for school facility access or usage.

The bill becomes effective August 1, 2021.
