Establishes new state reimbursement for counties covering 100 percent of the nonfederal share of costs for out-of-home placements of Indian children under the Indian Child Welfare Act (ICWA), effective with aids payable in 2022.

Requires counties to report to state commissioners by January 1, 2022, the amounts paid for ICWA out-of-home placements from social services and corrections budgets for calendar years 2018-2020, then annually report data from two years prior.

Reimburses counties based on their average nonfederal costs for the three most recent calendar years for which data is available, with payments made under the local government aid payment schedule.

Provides tribal reimbursement equal to the greater of either five percent of average federal reimbursement received for out-of-home placement costs over three years or $200,000, with annual certification required from tribes.

Appropriates an amount sufficient from the general fund to pay all aid authorized under this section, with aid payments reduced by amounts paid under existing section 477A.0126.
