Modifies Minnesota Statutes section 477A.12 to change the reappraisal timeline for acquired natural resources land from every six years to every four years, effective beginning with the 2022 reappraisal.

Establishes a floor on appraised value of acquired natural resources land by prohibiting reductions below the 2010 appraised value, protecting counties from valuation decreases.

Applies changes to local government aid payments for acquired natural resources land, transportation wetland, wildlife management land, military refuge land, land utilization project land, and related property types.

Maintains the county option to choose between per-acre payment ($5.133 per acre) or three-fourths of one percent of appraised value for certain land categories, whichever is greater.

Effective for aids payable in 2022 and thereafter, with reappraisal provisions beginning in 2022.
