Authorizes cities to issue off-sale intoxicating liquor licenses to food retailers to sell malt liquor and wine, with commissioner approval required in most cases.

Exempts food retailer licenses from restrictions limiting municipalities to one off-sale license per person or place and from population-based licensing caps.

Prohibits local ordinances from restricting entry by persons under age 21 to food retailers licensed for off-sale liquor, while maintaining existing age restrictions for other alcohol retailers.

Effective the day following final enactment.
