Authorizes the city of Wadena to impose a local sales and use tax of one-quarter of one percent, subject to voter approval at a general election.

Tax revenues must be used to pay collection and administration costs and to finance up to $3,000,000 plus associated bonding costs for the Wadena Library Rehabilitation Project.

Allows the city to issue bonds up to $3,000,000 principal amount (plus bond issuance costs) under Minnesota Statutes, chapter 475, with bonds exempt from debt limitations and levy limitations.

Tax expires at the earlier of 20 years after imposition or when the city council determines sufficient funds have been collected to pay project costs and bond-related expenses, with remaining funds placed in the general fund.

A separate election to approve bonds is not required, and the measure becomes effective upon compliance with Minnesota Statutes, section 645.021.
