Amends Minnesota Statutes section 144.4165 to create an exception allowing American Indian students to carry a medicine pouch containing loose tobacco for traditional spiritual or cultural practices in public schools and charter schools.

Maintains the existing prohibition on smoking, chewing, ingesting tobacco, or using electronic delivery devices in all school facilities, vehicles, and grounds owned, leased, rented, or controlled by school districts.

Permits adults to light tobacco as part of a traditional Indian spiritual or cultural ceremony in schools.

Defines "Indian" for purposes of this exception as a person who is a member of an Indian tribe as defined in Minnesota Statutes section 260.755, subdivision 12.
