Expands the definition of "hours of instruction" to include blended learning, distance learning, project-based learning, work-based learning, service learning, supervised internships, and in-person learning in school buildings.

Allows school districts to offer full-time distance instruction options to enrolled resident students effective for the 2021-2022 school year and later, with students able to complete all graduation requirements through distance instruction.

Districts offering distance instruction are not classified as online learning providers and are not subject to Department of Education approval requirements.

Establishes an instruction model working group to review distance and hybrid instruction implementation during COVID-19 disruptions and make recommendations to increase flexibility for instruction models meeting diverse student learning needs.

Working group must report findings and recommendations to legislative education committees by January 17, 2022, and must study impacts on class sizes, school calendars, special education students, English learners, homeless students, social-emotional growth, and technology access; working group expires January 18, 2022.
