Appropriates $10,000,000 from the bond proceeds fund to the Public Facilities Authority for one or more grants to the city of Watertown to construct a wastewater treatment facility.

Funds are available only after the commissioner of management and budget determines that sufficient funding has been committed to complete the project, as required by Minnesota Statutes section 16A.502.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $10,000,000 to provide the appropriated money, following procedures in Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution article XI, sections 4 to 7.

Effective the day following final enactment.
