Increases base aid distribution to regional public library systems from 5 percent to 15 percent of available aid funds for basic system services.

Reduces adjusted net tax capacity per capita distribution from 25 percent to 15 percent of available aid funds, with changes to calculation methods referencing third year (instead of second year) preceding data.

Requires regional public library system population calculations using the most recent population estimate available under section 477A.011, subdivision 3, by April 1 of the calculation year.

Appropriates $17,170,000 for fiscal year 2022 ($1,357,000 for 2021 and $15,813,000 for 2022) and $17,570,000 for fiscal year 2023 ($1,757,000 for 2022 and $15,813,000 for 2023) for regional library basic system support.

All changes are effective for state aid distribution beginning in fiscal year 2022.
