Adds "experiential learning" to the definition of instruction, including career exploration through job shadowing, mentoring, entrepreneurship, internships, youth apprenticeship, and employment.

Defines "on track for graduation" as students earning at least five credits by end of grade 9 with no more than one failing grade in language arts, mathematics, science, or social studies.

Requires schools to measure and report the number and percentage of students by subgroup who are on track for graduation as part of world's best workforce performance measures.

Requires school districts offering advanced placement, international baccalaureate, or dual enrollment programs to report participation rates and exam passage rates by student subgroup.

All performance measures must be reported by identified student subgroups, with effective date of July 1, 2021.
