Recognition of parentage executed more than 30 days after a child's birth is void if the child has been placed for adoption.

Putative father registration deadline with the Department of Health is 30 days after the child's birth, with registrations required to be notarized and signed.

Consent to adoption signed by a putative father on the state court administrator's form is valid and binding regardless of whether execution occurs before or after the child's birth.

Parent consent to adoption may be withdrawn for any reason within ten working days of execution and acknowledgment; consent becomes irrevocable after 5 p.m. on the tenth working day except upon court order finding fraud.

Putative fathers who fail to timely register are barred from asserting interest in the child during adoption proceedings, waive notice rights, and their failure is prima facie evidence for termination of parental rights.
