Changes maximum child care assistance rates from the 25th percentile to the 75th percentile of the most recent child care provider rate survey, or rates in effect at the time of update, whichever is greater.

Applies the same 75th percentile standard to maximum registration fees for child care assistance in any county or county price cluster.

Rate increases take effect the first full service period on or after January 1 following the provider rate survey.

Directs the commissioner of management and budget to include the basic sliding fee child care assistance program in the February and November forecasts of state revenues and expenditures, beginning with the November 2021 forecast, to ensure all eligible applicants have access to services.

Effective date for rate changes is the day following final enactment.
