Modifies appraiser prelicense and continuing education course requirements to align with standards established by the Appraiser Qualifications Board of the Appraisal Foundation instead of requiring International Distance Education Certification Center (IDECC) approval.

Allows coordinators and instructors to display company logos, establish trade show booths outside classrooms, thank organizational partners during course breaks, and include third-party logos in course programs and advertising.

Requires real estate appraisers to complete a continuing education course on valuation bias within two years of receiving a license, with those licensed prior to September 1, 2021 having until August 31, 2023 to comply.

Permits licensed real estate appraisers to provide property evaluations (for transactions where appraisals are not federally required) without being subject to appraisal chapter requirements or Uniform Standards of Professional Appraisal Practice, provided evaluations include a disclosure stating they are not appraisals.

Temporarily allows education providers to submit appraiser courses without IDECC approval through December 31, 2021 or until the COVID-19 peacetime emergency is terminated, whichever is later.
