Establishes local homeless prevention aid program in Minnesota Statutes chapter 477A with purpose of ensuring no child is homeless by keeping families housed and assisting those experiencing homelessness.

Allocates $55,000,000 annually from the general fund to counties based on each county's percentage share of students experiencing homelessness according to Minnesota Department of Education data.

Counties must use funds for family homeless prevention projects targeting families with children in overcrowded housing, paying over 50 percent of income for rent, or lacking fixed residence, plus unaccompanied youth needing alternative residential settings.

Projects may be administered by counties, cities, tribes, or nonprofit organizations and must include rental assistance (potentially exceeding 24 months), case management services, housing navigation, legal representation, and family outreach.

Effective beginning with aids payable in 2022, with commissioner of revenue computing and certifying annual payments to each county by August 1 for the following year.
