Commissioner of Human Services must submit an annual report by December 15 to legislative committees with health care jurisdiction on managed care and county-based purchasing plan provider reimbursement rates.

Report must include mean and median provider reimbursement rates by county for the five most commonly billed services statewide across all plans for the preceding calendar year.

Report must cover six provider service categories: physician services (prenatal/preventive and nonprenatal/nonpreventive), dental services, inpatient hospital services, outpatient hospital services, and mental health services.

Commissioner must also include mean and median fee-for-service reimbursement rates by county for the same billed services and provider categories listed in the managed care section.

Report must comply with Minnesota Statutes sections 3.195 and 3.197.
