• Establishes temporary COVID-19 modifications to Minnesota human services programs as permanent changes, affecting mental health case management, targeted case management, long-term care consultation assessments, and other services.

• Permits mental health case management and targeted case management services to be delivered via interactive video for up to 50% of required face-to-face contacts in hospitals, nursing facilities, and licensed residential settings, subject to federal approval and participant consent.

• Allows remote reassessments conducted by interactive video or telephone to substitute for face-to-face reassessments for elderly waiver, developmental disabilities waiver, and community access disability inclusion programs, with two consecutive remote reassessments permitted if followed by a face-to-face reassessment.

• Modifies long-term care consultation assessment requirements to permit telephone and interactive video contact options while maintaining face-to-face assessment standards for initial eligibility determinations.
