• Creates a 14-member Human Services Background Study Disqualification Review Task Force with representatives from licensing boards, state commissioners, county attorneys, service providers, the public, and the legislature, with appointments due by June 15, 2021.

• Task force shall review Minnesota Statutes sections 245C.14 and 245C.15 to evaluate statute effectiveness, identify weaknesses and unintended consequences, and develop legislative proposals for improvements or modernization.

• First meeting must be convened by July 1, 2021, task force must meet at least monthly, and all meetings are subject to Minnesota Open Meeting Law.

• Task force shall submit a final written report by February 11, 2022, to legislative committee chairs and ranking minority members with jurisdiction over human services licensing, including findings, recommendations, and draft legislation.

• Task force expires upon submission of the final report or February 16, 2022, whichever is later, and an unspecified amount from the general fund is appropriated for fiscal year 2022 as a one-time appropriation.
