Authorizes the city of Oakdale to impose a 0.5% local sales and use tax upon voter approval at a general election.

Tax revenues must be used to fund construction of a $15,000,000 public works facility and expansion of a $12,000,000 police department facility, plus associated bonding costs and tax administration.

Allows the city to issue up to $15,000,000 in bonds for the public works project and $12,000,000 for the police facility expansion without being subject to debt limitations or levy limitations.

Tax expires at the earlier of 20 years after imposition or when the city receives $27,000,000 plus costs to fund the specified projects; remaining funds revert to the city's general fund.

Effective upon compliance with Minnesota Statutes section 645.021 by the city of Oakdale's governing body and chief clerical officer.
