Commissioner of human services shall establish a 15-member advisory committee to develop recommendations for a dental home pilot project serving medical assistance and MinnesotaCare enrollees.

Advisory committee membership includes representatives from the commissioner of health, Minnesota Dental Association, Minnesota Dental Hygiene Association, Minnesota Dental Homes Collaborative, University of Minnesota School of Dentistry, Minnesota State Colleges and Universities dental programs, and seven dental providers representing different clinic types and geographic areas.

Committee shall recommend approaches to increase enrollment of new dental providers, establish value-based incentives to improve access and quality of care, create transparent administrative systems, and coordinate dental care with other health care services.

Commissioner shall present recommendations to legislative committee chairs and ranking minority members with jurisdiction over health and human services policy and finance by December 15, 2021.

Advisory committee members shall not receive per diem compensation and will be governed by Minnesota Statutes section 15.059.
