Amends Minnesota Statutes section 124E.11 regarding charter school admission requirements and enrollment procedures.

Requires charter schools to develop and publish a lottery policy and process on their website when accepting pupils by lot due to capacity constraints.

Adds specific enrollment preference requirements for charter schools located in Duluth township (St. Louis County) or the city of Nerstrand (Rice County) serving kindergarten through grade 6, including five-mile radius residency preference and sibling preference.

Permits charter schools to give enrollment preference to children currently enrolled in their free preschool or prekindergarten programs who are eligible to enroll in kindergarten the following school year.

Maintains existing restrictions on admission criteria, prohibiting limitations based on intellectual ability, achievement measures, aptitude, or athletic ability.
