Creates new "noncaregiver sex trafficking assessment" process for reports of sex trafficking by individuals outside the child's family or caregiving relationships, distinct from traditional investigations.

Adds "noncaregiver sex trafficker" definition as an individual who allegedly trafficked a child but is not a caregiver, does not have significant relationship with child, and is not in position of authority.

Requires local welfare agencies to provide immediate notice (within 24 hours) to Indian child's tribe when conducting family assessments, investigations, or noncaregiver sex trafficking assessments.

Modifies multidisciplinary child protection teams to specifically include representatives of agencies providing specialized services or responding to youth experiencing sex trafficking or sexual exploitation.

Updates notice and interview requirements to exclude alleged offenders in noncaregiver sex trafficking assessments from certain procedural protections normally required in child welfare investigations.
