Requires voters who register on election day pursuant to section 201.061, subdivision 3, to cast provisional ballots that are counted only after verification of voter registration and eligibility within seven days after the election.

Establishes new provisional ballot procedures including registration application completion on the provisional ballot envelope, ballot security requirements, and acceptance or rejection based on registration verification by county auditor or municipal clerk.

Changes election canvassing timelines from the second or third day to the tenth day following state primaries, and from the third to tenth days to the tenth to 17th days following general elections and local elections.

Authorizes tribal identification cards issued by federally recognized Minnesota tribal governments as acceptable proof of residence for election day voter registration purposes.

Makes conforming changes to absentee ballot procedures, electronic roster requirements, and election day registration provisions; effective January 1, 2022.
