Elevates obstructing traffic on a freeway or airport public roadway to a gross misdemeanor, with an exemption for law enforcement, emergency responders, road or airport authorities, and utility officials acting in their official capacity.

Defines "airport" as an airport with a control tower and airline service, and "freeway" as a divided highway where access and egress is only by entrance and exit ramps.

Changes unlawful interference with transit vehicles from a specific crime designation to "a crime" with sentencing provisions of up to 3 years imprisonment or $5,000 fine if accompanied by force, violence, or threat thereof.

Increases penalties for transit interference without force or violence from 90 days to one year imprisonment and from $1,000 to $3,000 fine.

Effective date of August 1, 2021 for all amendments, applying to crimes committed on or after that date.
