Creates a community eligibility provision (CEP) requirement for schools participating in federal school lunch and breakfast programs beginning in the 2022-2023 school year.

Requires the Department of Education to identify schools that qualify for full reimbursement under CEP by April 1 each year and notify local educational agencies of their obligation to participate.

Mandates that schools qualifying for full reimbursement must participate in CEP for the duration of the four-year cycle, with an exemption for schools that provide free meals to all students through local arrangements.

Requires noncompliant schools to respond to the department within 60 days with a public report detailing obstacles to participation and compliance plans for the following year.

Modifies compensation revenue calculations for schools participating in CEP or special assistance programs by allowing use of first-year four-year cycle student counts for each year of participation.
