Expands recall election authority to include school board members, mayors, city council members, and other city officials, in addition to existing county officials, allowing removal through voter petition and special election.

Requires registered voters to sign petitions totaling at least 25 percent of votes cast in the preceding election for the targeted office, with petitions alleging malfeasance or nonfeasance in official duties.

Eliminates school board authority to remove members through internal board action by repealing Minnesota Statutes sections 123B.09, subdivision 9 and 128D.14.

Establishes "filing officials" (county auditor for county offices, school district clerk for school board members, city clerk for city offices) to process petitions and conduct removal elections within 30 days of certification.

Becomes effective July 1, 2021, and applies to all incumbent local officials and officials elected on or after that date.
