Allows qualifying restaurant licensees to offer off-sales of malt liquor, hard seltzer, cider, wine, and cocktails with prepared food take-out orders without obtaining an additional license during the COVID-19 peacetime emergency.

Limits off-sales to 72 ounces total of malt liquor, hard seltzer, and cider; 750 milliliters of wine; and 34 ounces of cocktails per prepared food take-out order, with alcoholic beverages other than cocktails sold in original unopened packaging.

Requires licensees to verify customers are at least 21 years old and notify their insurance provider of off-sales under this section.

Permits on-sale intoxicating liquor licensees to make additional off-sales of up to 128 ounces of malt liquor per customer per day packaged in growlers or crowlers.

Authority to make these off-sales expires when Executive Order 20-04 (restaurant closure order) or the COVID-19 Peacetime Emergency expires, is terminated, or is rescinded; municipal governments may elect to prohibit these off-sales.
