Amends Minnesota Statutes section 124D.09, subdivision 9 to allow secondary pupils (grades 10-12) to enroll in summer courses at postsecondary institutions consistent with each institution's policy for postsecondary student enrollment in summer courses.

Postsecondary institutions must give priority to their own postsecondary students when enrolling secondary pupils in courses, but may recruit secondary pupils on educational and programmatic grounds only.

Institutions must not enroll secondary pupils in remedial, developmental, or non-college-level courses except for students enrolled full-time in middle or early college programs designed to earn dual high school and college credit.

Once a secondary pupil is enrolled in any postsecondary course, the pupil cannot be displaced by another student.

Postsecondary institutions must allow secondary pupils to enroll in online courses and summer courses consistent with institutional policies for postsecondary student enrollment in those formats.
