Authorizes the cities of Cromwell and Wright to establish a special taxing district for fire protection and emergency medical services by resolution of their governing bodies.

District governance is led by a board comprising representatives from each participating political subdivision, with each representative being an elected member of their local governing body.

Board may levy property taxes on real and personal property within the district, with proceeds used for fire protection, emergency medical services, and debt repayment; alternatively, levy may be apportioned among members using population, service calls, or other approved formulas.

District may incur debt under Minnesota Statutes chapter 475 and may issue certificates of indebtedness or capital notes to purchase capital equipment.

Contiguous towns or cities may join the district with agreement of existing members; members may withdraw with two years' notice but remain subject to district debt levies for outstanding obligations incurred while participating.
