• Requires the governor to select Metropolitan Council members from nominees approved by a nominating committee, then submit the selected nominee to local governments in the district for a 90-day review period.

• Local governments have 90 days to pass resolutions supporting or opposing the nominee; if a majority support the nominee, the governor submits to the senate for confirmation; if a majority do not support, the governor must select another nominee or request a new list.

• Establishes a removal process allowing local governments in a council member's district to remove that member by submitting resolutions to the council chair; removal occurs if a majority of local governments in the district request it within a 90-day period.

• Exempts the Metropolitan Council chair from local government approval requirements; the chair remains subject only to gubernatorial appointment and senate confirmation.

• Applies to appointments made on or after the effective date in Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington counties.
